Temp Tags-AB 516
AB 516 mandates that starting January 1, 2019 dealers will first print a Temporary Tag for any vehicle that does not have permanent metal plates prior to delivering it to a customer. These 'Tags' are full-size waterproof paper plates with a number unique to the sales transaction. These are installed in the front and back plate holders on vehicles requiring Temp Tags/Plates. In addition, Reports of Sale (retail and wholesale) must now be generated electronically online — known as Virtual Reports of Sale (VRS or VROS). REG 51 and REG 396 forms will no longer be used.
To ensure compliance with the new mandate, retail dealers have two options:

If you currently work with a First Line Service Provider (FLSP), the provider’s program will handle the Virtual Report of Sale and temp tag printing for you.

If you are not using an FLSP, you must enroll either with Fairfax Imaging or an FLSP to assist you. The California DMV has contracted with Fairfax Imaging to enroll the state’s retail and wholesale dealers. Failure to enroll will result in a dealer’s inability to sell cars on January 1, 2019.
